Garage Conversions

A garage conversion can add a guest suite, home office, rental unit or space for family — often using the footprint and structure you already have.

Reuse the structure you already have

A garage conversion uses an existing structure, which can make it a practical alternative to building a detached unit. Whether it becomes a guest room or a permitted unit, local ADU rules determine what's allowed.

Garages typically need upgrades to feel like living space — especially attic and wall insulation and efficient heating and cooling.

If you are deciding whether to reuse the garage or build separately, compare the planning trade-offs in our garage conversion versus detached ADU guide.

What a garage conversion can become

Garage ADUs

Converting an attached or detached garage into a self-contained unit with a kitchenette and bathroom.

Living & work space

Home offices, studios, gyms or guest rooms that feel like part of the house.

Comfort upgrades

Insulation, windows, flooring, lighting and heating and cooling planned for year-round use.

Utilities & access

Plumbing, electrical capacity, egress and entry details coordinated with the design.

Garage ADU or non-dwelling conversion?

The first planning decision is legal, not decorative: will the converted garage be a complete dwelling, or extra space that belongs to the main house?

Garage ADU
A self-contained unit with its own kitchen, bathroom and entrance. It is permitted under state and local ADU rules and can often be used as a rental or family unit.
Non-dwelling conversion
A home office, gym, studio or guest room without a full kitchen. It is still habitable space, so it generally needs a permit, but it is treated as part of the primary residence.
Why the difference matters
The choice affects required plumbing, utility capacity, fire separation, entry design and which local standards apply.
Parking
State law has relaxed replacement-parking requirements for many garage ADUs, but cities still apply their own rules to other conversions. This is checked for your address.

Structure, slab and permits

Garages were built for cars, so a few structural items are evaluated before design is finalized.

Slab and moisture
Garage slabs often slope toward the door and may lack a vapor barrier. Floors are typically leveled and protected from moisture before finishes go down.
Walls and the garage door opening
The large door opening is usually infilled with a framed wall, windows or a door, and may need structural review.
Ceiling height and roof
Existing ceiling height, rafters and roof condition are checked. Some garages need roof repairs or framing changes to meet habitable-room standards.
Permits and inspections
Plans are submitted to your city or county, and work is inspected at stages through final approval.

Comfort systems: insulation, electrical, HVAC and plumbing

These upgrades are what turn a garage into a room you want to spend time in.

Insulation
Most garages have uninsulated walls and ceilings. Attic and wall insulation is planned to meet current energy-code requirements.
Electrical service
New circuits, lighting and outlets are added. A full ADU may also need a panel upgrade or a separate subpanel depending on the load calculation.
Heating and cooling
Ductless mini-splits are a common choice because extending existing ductwork is not always practical. See efficient HVAC.
Plumbing when relevant
An ADU needs a bathroom and kitchen, which means new water, drain and sewer connections. A non-dwelling conversion may need little or no plumbing.

How the project typically unfolds

AAA All America Affordable Construction and Remodeling Inc. manages the agreed construction process, including applicable permit coordination, inspections, project management, subcontractor coordination, quality oversight, warranties and project completion. BH Signature personally reviews homeowner inquiries and introduces relevant project details to the identified licensed contracting partner, which handles construction planning and delivery.

  1. Step 1

    Site and garage evaluation

Review the slab, framing, roof, utilities and setbacks, and confirm what your city allows.

  2. Step 2

    Choose the conversion type

Decide between a garage ADU and a non-dwelling room based on how the space will be used.

  3. Step 3

    Plans and permits

Prepare drawings, energy documentation and any structural details, then submit for plan review.

  4. Step 4

    Construction

Infill the door opening, level the floor, run utilities, insulate and install systems, with inspections along the way.

  5. Step 5

    Finishes and final inspection

Install flooring, drywall, paint, fixtures and lighting, then complete final inspection.

Responsibilities depend on the agreed project scope and contract. Permit approval rests with the relevant authorities; warranty coverage and terms are confirmed for your project. Completion timing depends on the work, site conditions and required approvals, not a promised date.

Garage conversion and ADU rules vary by city. Most conversions require plans and a building permit before work begins.

Frequently asked questions

Do I need a permit to convert my garage?

In most Southern California cities, yes. Converting a garage to habitable space typically requires plans, a building permit and inspections, whether or not it becomes an ADU.

Can a converted garage be rented out?

If it is permitted as an ADU, many cities allow it to be rented. A non-dwelling conversion is part of the main house and generally can't be rented as a separate unit.

What happens to the parking I lose?

State ADU law has eased replacement-parking rules for many garage ADUs. Other conversions follow local rules, which are reviewed during planning.

Will the room feel like a garage?

Not when it's done well. Infilling the door, leveling the floor, insulating and adding windows and dedicated heating and cooling make it feel like an original room.
