Remodeling in the City of Los Angeles
The City of Los Angeles is one jurisdiction with hundreds of neighborhoods. Every project follows LADBS for permits, but your parcel's zoning, hillside status and historic overlays can make two nearby homes very different to remodel.

This page covers the incorporated City of Los Angeles only. Cities like Santa Monica, Beverly Hills and West Hollywood have their own building departments; see the Los Angeles County overview for the wider region. Inside city limits, the Los Angeles Department of Building and Safety (LADBS) handles plan check, permits and inspections, and Los Angeles City Planning sets zoning. The City's ZIMAS map lists each parcel's zone and overlays.
Historic Preservation Overlay Zones (HPOZs) are the City's local historic districts. In an HPOZ, all exterior work, including landscaping, alterations and additions, gets additional review under that district's preservation plan. Districts include West Adams Terrace and the Gregory Ain Mar Vista Tract, among many others. Interior-only remodels generally avoid it, and most city parcels are not in an HPOZ.
Common projects include ADUs and garage conversions, kitchen and bathroom remodels in older homes, room additions, and modernizing wiring and plumbing during whole-home remodeling.
Los Angeles homes and what they need
Silver Lake and Los Feliz
1920s Spanish and Craftsman homes and notable mid-century houses on hillside streets. Slope, access and Hillside Area rules often shape additions, and some lots are in mapped fire hazard zones.
Mid-Wilshire and West Adams
Period revival, Craftsman and Victorian-era homes, some within HPOZs. Owners often update kitchens, baths and systems while keeping original exterior character.
Mar Vista and West Los Angeles
Post-war homes on flatter lots with room for ADUs, garage conversions and rear additions. The Gregory Ain Mar Vista Tract is an HPOZ with its own review.
Permits and local rules in Los Angeles
LADBS permits
LADBS issues permits and inspects work. Simple work may qualify for an express permit; additions, structural changes and ADUs usually require plan check.
Zoning and ZIMAS
Los Angeles City Planning sets zoning. ZIMAS shows each parcel's zone, Hillside Area status, specific plans and HPOZ designation, which together determine what can be built.
Historic districts (HPOZs)
Exterior work in an HPOZ needs additional review under the district's preservation plan, sometimes at staff level and sometimes with the district's HPOZ board. Designated Historic-Cultural Monuments also have their own review.
Hillside and fire zones
Hillside Area parcels follow the Baseline Hillside Ordinance, and some are in Very High Fire Hazard Severity Zones with wildfire-resistant construction requirements. Status is confirmed per parcel.
General information only. Requirements are confirmed for your address and scope, and approvals rest with the relevant authorities.
Popular projects in Los Angeles
Backyard ADUs
Detached units and garage conversions on flatter lots, reviewed under state ADU law and the City's ADU ordinance. Start with ADUs & home additions and garage conversions.
Older-home modernization
Replacing aging panels, wiring and galvanized pipe while walls are open, often alongside a kitchen remodel.
Hillside additions
Adding a room or second story on a slope involves Hillside Area limits, geology and access planning.
Roofs, windows and comfort
Cool roofing, insulation and windows and doors suited to the home's style; HPOZ properties may need review for visible changes.

Los Angeles remodeling questions
How is this different from the Los Angeles County page?
This page covers only the incorporated City of Los Angeles, where LADBS issues permits. The county page gives an overview of the wider region, including cities with their own building departments.
How do I know if my home is in an HPOZ?
ZIMAS shows whether a parcel is in a Historic Preservation Overlay Zone. If it is, exterior changes get additional review under that district's preservation plan; interior remodels generally do not.
Can I build an ADU in the City of Los Angeles?
Many single-family lots can, under state ADU law and the City's ADU ordinance. Setbacks, utilities, hillside status and fire zones affect feasibility, which is confirmed for your parcel.
Does a kitchen remodel in Los Angeles need an LADBS permit?
Typically yes when electrical, plumbing, gas or structural work is involved. Purely cosmetic work, like painting, usually does not. Requirements are confirmed for your scope.
