Home remodeling in Pasadena
Pasadena is known for its Craftsman bungalows and period homes, and for taking historic preservation seriously. Knowing whether your home is a designated or contributing property is one of the first planning questions.

Pasadena is an independently incorporated city. Planning, design and historic preservation review are handled by the City of Pasadena Planning & Community Development Department, which also includes Building & Safety for permits and inspections. Pasadena Water and Power provides electric and water service.
Many Pasadena homes date from the early 1900s through the 1950s, so a whole-home remodel, kitchen remodel or bathroom renovation often includes replacing galvanized plumbing and older wiring while preserving original woodwork and windows.
Older does not automatically mean historic. Only designated landmarks, contributing properties in landmark or historic districts, and properties found eligible in a historic resources survey are protected under Pasadena's Historic Preservation Ordinance. For those, exterior changes may need a Certificate of Appropriateness; other homes follow standard zoning and building review. ADUs and garage conversions are common on deeper lots.
Pasadena homes and what they need
Craftsman bungalows
Bungalow Heaven is a City-designated landmark district of over 1,000 homes built mostly from 1885 to 1956, primarily Craftsman bungalows. Its conservation plan guides exterior changes for contributing homes.
Period revival homes
Madison Heights and other older neighborhoods include Craftsman, Spanish Colonial and Tudor Revival homes. Some are designated or in districts; many are not, which is confirmed with the City.
Hillside and mid-century homes
Linda Vista's hillside lots near the Arroyo and Hastings Ranch's post-war ranch homes near the foothills bring different conditions: slope and access in one, original systems and heat in the other.
Permits and local rules in Pasadena
Who issues permits
The City of Pasadena Building & Safety Division issues permits and performs inspections; LADBS has no role in Pasadena. Additions, ADUs and structural changes require plan check.
Historic preservation review
Under the Historic Preservation Ordinance, projects affecting a designated or eligible historic resource may need a Certificate of Appropriateness, reviewed by staff or the Historic Preservation Commission. Landmark districts like Bungalow Heaven have their own review thresholds.
Hillside areas
Some Pasadena neighborhoods, including parts of Linda Vista and the foothills, have hillside development standards that can affect additions, grading and height. Foothill parcels may also be in mapped fire hazard zones.
Older-home considerations
Additions on older homes may trigger electrical, foundation or framing upgrades. Homes built before 1978 may require lead-safe work practices when painted surfaces are disturbed.

Pasadena remodeling questions
Is every older Pasadena home historic?
No. Protection applies to designated landmarks, contributing properties in landmark or historic districts, and properties found eligible for designation. City Design & Historic Preservation staff can confirm a property's status.
Do I need a Certificate of Appropriateness to remodel in Bungalow Heaven?
Interior remodels generally do not. Exterior changes to contributing homes may, depending on the district's review thresholds and conservation plan. Requirements are confirmed for your address.
Can I replace original windows on my Pasadena home?
On non-historic homes, usually with a standard permit. On designated or contributing homes, window replacement can require preservation review, and repair may be preferred.
Can I build an ADU behind a historic Pasadena home?
Often, under state ADU law and Pasadena's ADU standards, though design compatibility may be reviewed for historic properties. Feasibility depends on the lot.
