Do You Need a Permit for a Home Remodel in Los Angeles?
Learn when permit questions arise in kitchens, baths, roofing, additions and other residential projects—and which agency to ask.

First: find the correct building department
A Los Angeles mailing address does not always mean the property is within the City of Los Angeles. LADBS handles permits for property within the city; municipalities such as Glendale, Burbank and Pasadena have their own building departments. Verify the city or county jurisdiction for the exact parcel.
Cosmetic work versus regulated work
Painting and some finish-only updates may be treated differently from structural alterations, new electrical circuits, gas piping, plumbing moves, ventilation or significant exterior changes. Even a kitchen or bathroom remodel that retains its layout can involve permitted work. Do not use a generic internet checklist as a final determination.
Kitchens and bathrooms
Work involving plumbing, electrical, gas, walls and mechanical ventilation may trigger permits and inspections. A detailed project scope helps the contracting company determine what needs to be submitted. The kitchen planning guide and bathroom planning guide explain the scope decisions to settle before requesting estimates.
Roofing, additions and ADUs
Reroofing, additions, garage conversions and ADUs commonly require formal review and permits. ADUs may also involve planning, zoning, utilities, energy-code compliance and engineering. Historic and hillside conditions can create additional requirements. Compare ADU budget considerations and roofing services when assembling a project-specific scope.
HOA and historic rules are separate
HOA architectural approval, historic preservation review and city building permits serve different purposes. Depending on the property, more than one process may apply. Securing one approval does not automatically replace the others.
Who coordinates permits?
Before signing an agreement, confirm how the licensed contractor addresses drawings, plan check, fees, inspections and corrections within the written scope. Permit approval comes from the responsible authority, not a promise made on a website. Ask whether responding to plan-check comments and required revisions is included, how additional design or permit fees would be authorized, and who will provide permit and final-inspection records at handoff.
A useful first step
Gather the property address, a short description of the work, photos and known building changes. BH Signature can organize the initial inquiry; its identified licensed contractor is responsible for the consultation, estimate and agreed permit coordination.
Documents to gather before the first consultation
Prepare the property address, a basic description of the changes, photographs and any available plans. Tell the contractor if the home is in a historic area, hillside location or HOA. Ask for a written explanation of who prepares plans, submits permits, pays fees and schedules inspections under the proposed contract.
Official resources
These public resources help you check the latest permitting and product requirements. Specific rules should be confirmed for your project and address.
